This is not cheap. This is great value.
What is included:

- Designing and installing a simple theme, or modifying an existing one where applicable.
- Adding up to 10 pages to the theme.
- Adding up to 5 pictures/page, (pictures supplied or bought by you).
- Adding functions as needed and as advisable.
- Setting up email addresses on your hosting.
- Free downloadable manuals.
- Core on-page SEO
- Aftercare, (see here)
